Despite late Soviet and early post-Soviet intentions to make peasants "masters of the land," large farms continue to use most of Russia's agricultural land. This article analyzes how and why only a relatively small portion of Russia's agricultural land ended up in the hands of individuals and households. Drawing on a dataset from a cross-sectional survey of nine regions covering the entire length of the country and 900 rural households, the article explores the outcomes of land reform in contemporary rural Russia, the factors responsible for those outcomes, and the prospects for changing the trajectory of Russia's land reform
