In approaching capacity-building programs for improving the processes of there is too much complacency. This complacency is not based on satisfaction with the overall manner in which local governments operate; rather, it is based on assumptions that the parts of the system (e.g., finance, personnel) are soundly conceived. This paper has sought to demonstrate that few features of the processes of governance at the local level should go unquestioned. It is the very things that are taken for granted (e.g., the necessity for balance sheets, position descriptions, chains of command) that are most deserving of challenge. There is no phase of the state-of-the-art that deserves unquestioned acceptance. A new spirit of exploration, experimentation, and research should be established as the basis for all efforts at improvement. A willingness to innovate should become the new standard of excellence replacing the many rules which have been established as the fixed emblems of the progressive zealot. When this new value has become the centerpiece of all concerns for good government, a new age of progressivism will have arrived more nearly in tune with the scientific and technological challenges of the modern world
