This paper is drawn to a large extent from the Electoral Reform Society's (ERS) full report on the local elections (2008 Councillors commission. 2007. Representing the Future: The Report of the Councillors Commission, London: Councillors Commission. [Google Scholar]). The current work draws out the impact of the elections and the Single Transferable Vote (STV) on four areas—local government; Scottish politics: voters and parties; performance of STV as an electoral system; and electoral reform movement and arguments—and points at frequent intervals to areas for future research which have been opened up by the elections
