As part of national energy transition policies, the anaerobic digestion sector is also supported by regional authorities. A popular resource for biogas production, the intermediate energy crops (IEC) are attracting the attention of the Nouvelle-Aquitaine Energy and Climate Department. Traditionally managed by agricultural services, IEC are now regulated by energy services, which is raising concerns and opposition both locally and within the regional council itself. This challenge has led to a territorialization operation by the Energy and Climate Department aimed at building a local model of so-called proximity methanization units, contrary to national public policies that favor larger units. IEC therefore appear to be primarily a territorial resource, essential for the implementation of regional public action aimed at developing and strengthening actors rooted at the regional level: farmers
