Recent quantitative econom ic studies by Dutch scholars suggest th at conscious governm ent policy succeeded in diminishing the scourge of opium in the N etherlands Indies.These studies are in stark contrast to qualitative research by Am erican scholars, w hich su g g ests the dom inance of the p ro fit m otive in the im plem entation of governm ent policy tow ard opium .In this pap er, it is shown th at the quantitative evidence, w hen analyzed in historical context, supports the A m erican view .I will d em o n strate, in p a rticu la r, th at the O pium Regie w as an extrem ely lu crativ e governm ent enterprise, and that, contrary to its stated aim s, the governm ent did little to use the profits of this enterprise to stam p out the opium problem .In the final analysis, Indonesia has the G reat Depression, and not the Opium Regie, to thank for the decline of opium consumption in the years prior to her independence.
