Risk analysis underlies nearly all of the research programs conducted by government agencies charged with managing human and environmental impacts. This has been the case since the appointment of the federal Science Advisory Board during the depression, and is evident in the work of numerous agencies since then. Risk analysis is, loosely speaking, also the mission of the Minerals Management Service (Department of the Interior) Social and Economic Studies Program (SESP). Under the rubric of NEPA and more recent legislation the Alaska Region SESP office seeks to identify the potential social and economic risks associated with petroleum exploration, development, and production in Alaskan offshore waters.
