This study ties together an understanding of the committee system in Congress and an understanding of the factors affecting one aspect of legislative decision making. The major question is whether those legislators who sit on the subcommittee reporting a bill use different sources of information than their colleagues who are not on the subcommittee. The study demonstrates that specialists undertake a much wider search; they rely on many noncongressional sources such as the executive branch and interest groups. Nonspecialists, in contrast, rely almost entirely on colleagues and constituents. These differences suggest that specialization is an important variable in legislative decision making
