Education at the secondary-school level has been one of our most stable institutions during the past fifty years. During this period the percentages of young Americans entering the ninth grade and graduating from high school have risen to 90 and 65, respectively. However, there has been little change in the program of studies to which these students have been exposed. There have been strong influences for change, especially in recent years; and there are many signs that radical changes can be expected in the next ten years. If such changes are to represent progress and improvements in secondary education and not mere change and innovation, they must be based on systematic research and evaluation
