The Chesapeake Bay oyster fishery is hampered by the Maryland-Virginia state line. The Virginia portion of the Bay is plagued by predators, disease, and pollution. The Maryland fishery, although relatively free from these problems, lacks the oyster seed resources of the lower Bay, and is burdened with an archaic system of tenure and management. Logically Virginia seed should flow to Maryland waters, where yields could be increased by utilizing the Virginia methods of production. The current low yield of the Virginia fishery would allow basic changes in Maryland production systems without severe dislocation of the market or major displacement of the watermen who work the oyster reefs
