The Carnegie Commission on Higher Education recommended in a recent special report that fifty four-year colleges and five hundred community colleges be created in our major metropolitan areas by I976.1 The commission stressed the need for such colleges to serve inner-city youth and outlined recommendations for federal financial assistance. What are the prospects of success in the implementation of these recommendations? What is the extent of the need? How would these institutions assist in the effort to bring about equality of educational opportunity.? What should be the nature of these schools? To begin with-and this can be related to the question of need-the Carnegie recommendations are long overdue. Even now, perhaps, the language lacks the urgency to match the situation. Translate inner-city youth into black youth and we get down to some harsh facts regarding the desperate situation of this segment of the population. Most people do not seem to realize that although the educational gap between black and white for teen-agers is disappearing fast, the gap for college completion is not. In I940, for example
