An analogy is drawn between police action in high crime areas and classical guerrilla warfare. It is shown that the analogy can define not only many aspects of police psychology but also the interaction between police and non-criminal elements living in inner-city ghettos. Some suggestions are given for improving relations between police and the inner-city resident
