If a creature from Mars were to visit our planet, he/she would likely be puzzled by the large differences in the availability of goods and services to individuals and households, differences both within societies (which we call nation-states) and between societies. The Martian creature (assuming he/she has analytical skills) might first wonder whether the global economy on this planet is an efficient one. This puzzlement could be interpreted to mean one of two things: (a) Could the global economy generate a higher level of aggregate real income with the level of inputs currently being used? (b) Could the global economy generate the current level of aggregate real income with a bundle of inputs that is smaller than the one currently used? These two interpretations are summarized in the same word by us, but they may or may not mean the same thing to the Martian creature. Secondly, the Martian creature might wonder if our global economy is just or equitable or fair. (In this paper, these three adjectives are used interchangeably as are the corresponding nouns justice, equity and fairness.) This second puzzlement could also be interpreted to mean one of two things: (a) Is the distribution of real incomes or economic awards equitable? (b) Is the process by which such real incomes or awards are being generated equitable? These two interpretations mean different things to us but not necessarily to the Martian creature.
