The Guidelines for Regulation of Coaching Center 2024 represents an assertive regulatory intervention into India’s rapidly proliferating shadow education sector. While it appears to align with the broad vision of the National Education Policy (NEP) 2020, a critical reading reveals notable tensions and conceptual disjuncture between the guidelines’ regulatory orientation and the NEP’s transformative aspirations. This article attempts to decode the guidelines for private coaching in the context of the stated visions of NEP 2020, by examining their underlying socio-political assumptions, mechanisms of implementation, and ramifications for equity, access, and pedagogical transformation
