THE present railway mileage in India is 41,000 miles. Out of this, 12,000 miles are strategic railways, the rest being classified as commercial railways. Compared with other countries, the railway mileage is small, if we take the area and population into account, as can be seen from Table 1. other countries. The facilities for thirdclass passengers, who of course form the majority and who contribute 90 per cent of the railway receipts from passenger traffic, are comparatively poor and have great scope for improvement.
