Abstract: This paper shows the weaknesses of the usual economic arguments used to justify the existence of public enterprise. The pursuit of political and bureaucratic interests is proposed as a determinant factor explaining the choice of public enterprise as a tool of government intervention. Some suggestions for a rationalisation of government choice among policies are also presented
