Zaryab Iqbal and Harvey Starr explore how state failure is linked to domestic and international political factors. Describing how international organizations and national governments showed interest in state failure largely before academics, the authors note that it was approached mostly as a policy issue. However, Iqbal and Starr write, ‘the current literature on state failure is still characterized by a significant lacuna in terms of rigorous empirical analyses that evaluate state failure in a cross-national context’ (p. 8). Using a comparative approach, they provide a quantitative analysis of the causes of state failure from 1946 to 2010, exploring the factors that shorten or prolong the failure; review four case-studies that influence recovery; examine the influences that impact neighbours; and provide policy recommendations. The study employs a narrow definition of state failure and concludes that ‘major causal factors for state failure found in the literature’, such as regime instability, armed conflict and domestic political turmoil, ‘reveal themselves to be important in the collapse or failure of states’ (p. 123)
