This chapter examines the validity, or limitations, of participation rates as an indicator of gender equality. The process of changing female economic roles has been particularly rapid in the Scandinavian countries, where the labor-force participation rates among women have reached the highest levels among the industrialized economies. The Scandinavian welfare states are probably often associated with a public policy supporting gender equality, with the welfare state as a provider and guarantor of equal opportunities for men and women. Gender differentials in the age profile of labor-force participation rates have been seen as reflecting the degree of gender equality in a given society. The number of working hours can also be seen as an indicator of an individual’s integration or involvement in the labor market. Part-time work, low wages, and sex segregation are different aspects of the total picture of a segmented labor market
