Teacher Temporal Orientation and Management of the Urban School Reform and Change Process
To address the many changes that have occurred over the past several decades with regard to the inputs of the schooling process (students, teachers, facilities), the processes of schooling (new curriculums, multiculturalism, computer technology), and the outputs of schooling (test scores, social promotion, accountability, equal educational opportunity), urban school organizations have had to make enormous commitments to school reform and change. …
Determining the Optimal Number of Alternatives to a Multiple-Choice Test Item
This study examines the question of the optimal number of choices on a multiple-choice test from an information theory perspective. Results are compared to addressing this question using more traditional statistical approaches. Based on information theory, the study reveals that, in general, three choices to a multiple-choice test item seem optimal. This finding verifies what other researchers have found from statistical and observational (item a…
Doing time—Killing time at school
Mathematics attainment at inner-city schools
Design of technology-based information-referenced grouping systems for use in large urban schools
Enhancing Academic Support Services for Special Action Students
The authors discuss how information referenced testing using MCW-APM test scoring procedures can be used to enhance the effectiveness of academic support services for special action admissions
The instructional audit in urban school settings
Assessing the Knowledge Base of Students
Measuring student information, partial information, and misinformation based on an information theoretic approach model of knowledge assessment is the primary focus of the microcomputer-based test scoring procedure presented in this article
Equality of educational opportunity at racially isolated schools
Analysis of teacher wage incentive programs for promoting staff stability in a large urban school district
Equal educational opportunity and declining teacher morale at black, white, and Hispanic high schools in a large urban school district
Morale-Affecting Stressors
Teachers report stress from several sources related to the composition of the student body where they teach and together substantially impeding instruction
Use of a priori-a posteriori models of change in policy analysis
Simulation of Inner-city Standardized Testing Behavior
The study examines possible distortions due to guessing in standardized test scores, focusing particularly on inner-city situations. A practical procedure based on Bayes theorem is presented, for estimating true knowledge levels from observed test scores. Results show test scores to be overstatements of subject mastery, with larger distortions at the lower achievement levels; this suggests that many inner-city programs are being planned and evalu…
Locating the Voter
rT -HE STRONG relationship between a voter's party identification and his voting decision has been so thoroughly documented in the literature that it has virtually attained the status of a sociological law.'1 Despite the widespread acceptance of this finding, the degree to which it has been systematically incorporated into the making of campaign strategy is surprisingly low. To activate an electoral majority, campaign strategists must first ident…

A Methodology for the Evaluation of Instruction or Performance Contracts which Incorporates School District Utilities and Goals
Growing out of the discontent with the American educational system largely because of poor student achievement, the slow pace of technological change in the schools, and the increasing expenditures for public education, the accountability era in public education emerged. A natural extension of the accountability movement was the development of the performance contract concept and in 1969 the Texarkana school district entered into the first such t…
A Design for Use of Noncredentialed Personnel in Regular Instructional Programs of Large Urban School Districts
An Alternative to the Use of Simplistic Formulas for Determining State Resource Allocation in School Finance Programs
Public school finance in the United States is highly decentralized and can be described as the sum of separately determined school finance programs established by each state. Since funds to support educational expenditures in a school district come from various sources, primarily state and local, it is necessary for states to derive schemes by which these resources can be combined to finance education at the local level. The administration and de…
