Anticipating data sharing for student‐centred education: Governmental policy initiatives in Switzerland and Japan
In the context of digital transformation and platformisation of education, policy concerns are shifting from infrastructure to data use. New governmental initiatives attempt to facilitate data sharing between schools, research and governing authorities to improve student learning. These attempts to create public data spaces anticipate new topologies of data‐based governance that strengthen the data‐based exchange between classrooms and system gov…
Everyday approaches to platform-mediated personalized learning in secondary schools
Despite the ubiquity of platforms in schools, few scholars have examined the impact of these platforms on face-to-face classroom practices. Considering the pervasive claim that platforms drive the personalization of learning, our exploratory study analyses how teachers engage platforms in personalized learning settings in Swiss secondary schools. We focus on teachers’ broader pedagogical concepts that inform platform-mediated personalized learnin…

Autonomy as Anticipation of the World of Work at School
Schools are under increasing pressure to prepare students for the transition to post-compulsory education and vocational training. Beyond the support of the students’ professional orientation, the focus is on students’ learning of soft skills. Based on an ethnographic study in schools of the lower secondary level, the article discusses how in school, autonomy is anticipated in school as a central requirement of the world of work. The analysed cou…

Translations of new public management: A decentred approach to school governance in four OECD countries
Despite the prevalence of corporate and performative models of school governance within and across different education systems, there are various cases of uneven, hybrid expressions of New Public Management (NPM) that reveal the contingency of global patterns of rule. Adopting a ‘decentred approach’ to governance (Bevir, M. 2010. “Rethinking Governmentality: Towards Genealogies of Governance.” European Journal of Social Theory 13 (4): 423–441), t…

The Pastoral Supervision of Globalised Self-Technologies
This chapter analyses the rationalities by which the state supervises public schools in a Swiss canton. It is concerned with the “global/national/local mesh” of contemporary government in education (Singh, Kenway, & Apple 2005, p. 9). Current school reforms spreading throughout Switzerland belatedly echo globalised policies focussing on standards, performance testing, evaluation, managerialist organisation and accountability.

Competition between public supervision and professional management: An ethnographic study of school governance reforms in Switzerland
This article discusses insights from an ethnographic study of local governance practices in the Canton of Bern, Switzerland, under changing policy conditions. Recent reforms introduced and strengthened the position of head teachers, enhanced the responsibility of the municipalities and introduced new quality management procedures in local supervision. Long-time participant observation in the meetings of the different local governing bodies in fou…

From autonomy to quality management: NPM impacts on school governance in Switzerland
This article reviews the impact of discourses on ‘New Public Management’ (NPM) on compulsory schooling in Switzerland during the last two decades and traces its implementation in the Canton of Bern. The analysis suggests that while NPM reformers initially promoted increased school autonomy, the introduction of market elements and school choice, the focus subsequently shifted to a concern with school management, supervision and accountability. NPM…
The Constitution and Contestation of Darhad Shamans' Power in Contemporary Mongolia
This book offers an in-depth insight into post-socialist rural shamans in Mongolia thereby making a rare but important contribution to the ethnography of both Inner Asia and Southern Siberia. It examines the social making of shamans, in particular those of the Shishget depression of the northernmost borders of Mongolia. By analysing practices, discourses and performances in local and national arenas, the author traces the social constitution of t…

The Contribution of Socialist Ethnography to Darhad 'Shamanism
This article analyses socialist ethnographies of the Darhad in northernmost Mongolia. It compares accounts of the early 1930s by the Buryat scholars Sanjeev and Zhamtsarano with those of the 1960s by the Mongolian ethnographer Badamhatan and the Hungarian scholar Diószegi. It shows how these accounts increasingly identified the Darhad with the shamans among them and laid the ground for the widespread present-day perception of the Darhad as 'shama…
