Asymmetry resolved? Revisiting negative and positive European integration
Concluding reflections: The enduring relevance of Scharpf’s asymmetry argument
Shielding competitiveness: Germany’s wage policy during the inflation shock years in comparative perspective
We analyse wage developments in Germany during the inflation shock years of 2021–2023 from three perspectives: cost of living, supply-side cost pressure, and relational. With an export-led growth model, Germany is dependent on a favourable real effective exchange rate. Because of its above-average exposure to the energy crisis and low unemployment, Germany was particularly vulnerable to strong wage demands, putting at risk its cost competitivenes…
Growth Coalitions Within a Corporatist Setting: How Manufacturing Interests Dominated the German Response to the Energy Crisis
Since the introduction of the euro, German growth has been primarily based on exports. Signs of an exhaustion of Germany's export-led growth model were already evident before the energy crisis of 2022–23, which hit the country hard. German elites could have capitalized on the shock to rebalance their growth strategy. But the opposite happened: the government's adjustment strategy has aimed at doubling down on export-led growth and protecting the …
Why does Germany abstain from statutory bargaining extensions? Explaining the exceptional German erosion of collective wage bargaining
Against the European trend, German statutory collective bargaining extensions (SBEs) have decreased in the last two decades, contributing to the exceptional erosion of German wage-bargaining coverage. This article distinguishes between two liberalization dynamics: an intrasectoral dynamic that started with the introduction of employers’ association memberships outside the scope of collective agreements, and an intersectoral dynamic. The latter is…
The Political-Economic Foundations of Export-Led Growth: An Analysis of the German Case
The chapter provides a reconstruction of the emergence of export-led growth in Germany. Between 1991 and 2019, exports were the most important growth driver, brought about by real undervaluation in the context of an inflexible (since 1999: fixed) exchange rate regime. Real undervaluation is the result of a bargaining regime oriented toward wage moderation, conservative monetary and fiscal policies, strict credit regulation that discourages househ…
The diversity of wage regimes: Why the Eurozone is too heterogeneous for the Euro
Why did the transnational synchronization of wage inflations fail during the first 10 years of the euro? We analyze data from 1999 to 2008 for 12 euro members and estimate increases of nominal unit labor costs both in the overall economy and in manufacturing as dependent variables. While our analysis confirms that differences in economic growth shaped the inflation of labor costs, we add a political-institutional argument to the debate and argue …
Better Than the Euro? The European Monetary System (1979–1998)
The euro crisis has provoked a debate on the pros and cons of adjustable exchange rate regimes that enable their participants to negotiate nominal de- and revaluations. To evaluate the functioning of such regimes, we revisit the EMU’s predecessor, the European Monetary System (EMS). We show that in the EMS, devaluations did indeed help more than revaluations did hurt. Assuming that the political-economic heterogeneity of the Eurozone will not van…

Polarizers or landscape groomers? An empirical analysis of party donations by the 100 largest German companies in 1984-2005
What can donation strategies tell us about corporate political preferences, as seen from the perspective of power resource and varieties of capitalism theories? This article tests six hypotheses within an Olsonian framework for corporate donations to political parties with new data from the 100 largest German firms between 1984 and 2005. The findings reveal that only a minority of firms donate, and donation amounts are surprisingly small given th…
Changing Ideas: Organised Capitalism and the German Left
What determines party positions on issues of economic governance? Most previous research has pointed either to the presumed material interests of the parties' clienteles, or to the political institutions that shape electoral competition. Both approaches do well in explaining cross-national variation, but neither can adequately account for changes over time. This article documents German Social Democrats' policy preferences and the underlying disc…
Embeddedness and Regional Integration: Waiting for Polanyi in a Hayekian Setting
This article analyzes the social potential of regional integration processes by using the example of European integration. Recent case law from the European Court of Justice has led some observers to argue that judicial decisions increasingly provide European politics with a “Polanyian” drive. We test this claim by distinguishing three dimensions to European economic and social integration: market-restricting integration, market-enforcing integra…

A New Phase of European Integration: Organised Capitalisms in Post-Ricardian Europe
In the past, economic integration in Europe was largely compatible with the preservation of different national varieties of capitalism. While product market integration intensified competition, member states could build on and foster their respective comparative advantage. Today, this no longer unequivocally holds true. This article contends that a new, ‘post-Ricardian ’ phase of European integration has emerged in which the Commission’s and the …

25 Jahre Mancur Olsons „The Rise and Decline of Nations“: Einleitung: Mancur Olson und seine Rezeption in der deutschen Politikwissenschaft
On the occasion of the 25th birthday of Mancur Olson’s “The Rise and Decline of Nations” (RDN), this article reviews the political science debate over Mancur Olson’s theory on distributional coalitions. In RDN, Olson blamed societal organizations for the (above all: economic) decline of developed societies. This idea ran counter to the perspective of the debate on corporatism that reached its peak when RDN was published. I show in detail that, as…

The Political Paradox of Finance Capitalism: Interests, Preferences, and Center-Left Party Politics in Corporate Governance Reform
A striking paradox underlies corporate governance reform during the past fifteen years: center-left political parties have pushed for pro-shareholder corporate governance reforms, while the historically pro-business right has generally resisted them to protect established forms of organized capitalism, concentrated corporate stock ownership, and managerialism. Case studies of Germany, France, Italy, and the United States reveal that center-left p…

What connects industrial relations and corporate governance? Explaining institutional complementarity
The concept of institutional complementarity is central to the recent debate on the internal logics of production regimes, redirecting our attention from the effects of single institutions to interaction effects. The article provides definitions of complementarity, coherence and compatibility and discusses the ways in which different authors describe interaction effects between corporate governance and industrial relations. It turns out that some…
