COVID-19 has disproportionately affected Black, Indigenous, and People of Color (BIPOC) communities, yet rates of COVID-19 vaccination remain low among these groups. Survey research undertaken under the auspicies of HUD, and analyzed in this paper, demonstrates that municipal officials from smaller cities do not perceive their situation in the intergovernmental grant process to be successful. The smaller the city, the more likely are officials to feel that the grants process is outside their capacity and control.
