How do we understand differences in the gender regime of Southern European states? Our study challenges the idea of a common Southern European gender regime by studying evolution of policies against gender-based violence in Spain and Italy from the 1980s until today. Analyses show that crises like the Covid-19 pandemic had gendered effects. This paper explores its impact on gender-based violence (GBV) policies in Spain. This article applies Walby’s systemic theory of gender regime to Spain’s decentralized state, to capture changes in the gender regime.
