A DuBoisian Approach to Civic Education
This article presents a DuBosian approach to civic education: one that advocates for content that is racially inclusive and addresses political activism; centers conversations about politics; and ensures that K-12 educators reflect the diversity of their students. I argue that this approach provides a useful framework for classroom practices that can equip young people with the capacity needed to navigate and transform a democratic system defined…
Forty Acres and a Mule: Symbolic Politics and the Pursuit for Black Reparations in the United States
Reparations for African Americans reflect both material concerns aimed at eliminating the Black–White racial wealth gap and symbolic political aspirations, including the end of structural racism. But do material or symbolic considerations drive policy evaluations across racial and partisan divides? What knowledge and experiences undergird processes through which individuals weigh the symbolic importance of a policy against its actual benefits? Le…
The Politics of Expedience: Evanston, Illinois, and the Fight for Reparations
In March 2021, the city council in Evanston, Illinois, began distributing reparations funds to Black residents in the form of $25,000 housing grants. In doing so, Evanston became the first city in the United States to provide publicly funded reparations to Black people for generations of racist policies, including redlining. Why did the reparations program first emerge in Evanston? This article provides an in-depth look at the politics of the pol…
Experiences of Policing in Gentrifying Neighborhoods: Evidence From Chicago
Do patterns of unequal policing persist or transform within gentrifying neighborhoods? Using an original survey of Chicago residents, we assess whether gentrifiers and longtime residents experience policing differently. Building on macro-level studies which rely on aggregate population data and micro-level studies which rely on ethnographies and interviews, we conduct a meso-level study that compares the experiences and views of differently posit…
The Color of Civics: Civic Education for a Multiracial Democracy
This book explores how to forge more empowering and equitable spaces for civic learning by centering the agency and lived experiences of marginalized groups. It reimagines the role of education in preparing all kids for democratic participation, highlights a crucial point of political socialization, and provides actionable advice for policymakers hoping to equalize democratic opportunities for young people in the United States. The book makes fou…
Lessons in Empowerment: The Civic Potential of Historically Grounded Conversations among Racially Marginalized Youth
Civic education is associated with the development of democratic capacity. However, this concept is measured using a limited battery of metrics (e.g., trust in government) that do not adequately capture the political sentiments of racially marginalized youth. Drawing from conversations with Chicago high school students and their teachers, I argue that democratic capacity should comprise a broader set of attitudes and behaviors, including politica…
Teaching Citizenship: Race and the Behavioral Effects of American Civic Education
Political scientists have identified how resources, attitudes, and mobilization impact political participation across racial groups. However, the role of civic education has largely been overlooked in shaping these trends. I develop a theory that suggests exposure to civics curricula yields heterogeneous effects on the political participation of youth across racial groups. I test my hypotheses with data from the Black Youth Project's 2005 Youth C…
Cultivating Youth Engagement: Race & the Behavioral Effects of Critical Pedagogy
Race and White Rural Consciousness
The concept of rural consciousness has gained a significant amount of traction over the past several years, as evidenced by hundreds of citations and its inclusion within the most recent pilot of the ANES. However, many have questioned whether rural consciousness is appreciably different from racial prejudice. We assessed this issue by distributing a survey study to Wisconsinites living in rural and urban communities, and by examining the relatio…
