Lenses and their blind spots
Evaluation approaches, or paradigms, are best understood as lenses: ways of looking at evaluands that are chosen, not inevitable. Framing them this way presents evaluation traditions as options to be selected rather than positions to be defended, inviting evaluators to ask not ‘which paradigm is correct?’ but ‘which lens best serves this evaluation’s context and purpose?’ The lens metaphor offers two practical benefits. First, it promotes flexibi…
Managing the risk of program failure
Public policy and programs fail for a range of reasons, some preventable and some much harder to treat. Program administrators require methods for managing risk. This article argues that evaluation can be a useful tool for identifying and managing risk. It offers Propositional Evaluation as a cost-effective, risk-based approach to the evaluation of any policy, program, initiative, or simply, plan of action for the public good. Propositional Evalu…
Comparing and Contrasting a Program versus System Approach to Evaluation
This article examines the differences between approaching an evaluation problem from a program perspective and doing so from a systems perspective. The terms program, systems, systems thinking, and systems concepts are first defined. Then, using an actual evaluation of a cardiac care system, it is shown how initial investments in a program theory approach were deemed inadequate to account for the influence of external factors on patient outcomes.…
Evaluating telephone and online psychological support and referral
Mental health counselling and support over the telephone or internet is increasingly common. Evaluating effectiveness requires outcome measures and understanding factors driving behaviour. This article describes a theory-driven evaluation of the one-month outcomes of a short-term solution-focused support session for anxiety or depression with a counsellor. The primary aim of the evaluation was to measure the outcomes of this session on service us…
Israeli targeted killing operations before and during the Second Intifada
This article offers a contextualized comparison of Israeli targeted killing operations aimed at Palestinian high value targets before and during the Second Intifada. Utilizing four indicators that can be directly attributed to a particular operation (elimination of the intended target, civilian and non-target casualties, directly-linked retaliatory attacks, and adverse political consequences), we analyzed thirty-eight Israeli targeted killing ope…
Reworks
The article reports on the inaugural Australian-American system evaluation summit convened in Wyoming, USA, focusing on the application of system evaluation theory (SET). The think tank noted SET’s efficiency principles and published illustrations are emergency response sector specific and pondered whether efficiency measures could be identified for systems targeting complex social problems. The article describes how the think tank used the conce…
Realist evaluation and randomised controlled trials for testing program theory in complex social systems
Scientific evaluation seeks to develop and test theories that describe and explain the value of interventions into the world. Realist approaches to scientific evaluation tend to be strong on theory and explanation, but lack adequate tests or means of validating theory. The focus of this article is the potential for randomisation and experimentation to provide evidence for transfactual (i.e. reusable or portable) context–mechanism–outcome configur…
