Who is the difficult child? Cognitive schemas of kindergarten professionals
Quem é a criança difícil?
The use of stereotypes at the frontline
Frontline workers often rely on stereotypes when categorizing citizens, but little is known about the variability in their use, particularly the potential for inhibiting such use. This article explores the variation in the use of stereotypes, analyzing the responses of 46 professionals from eight Brazilian kindergartens to qualitative vignettes. I use the Categorization Logic Scale — a continuum ranging from stereotyped categorization to investig…
Logics of categorization at the frontline
When frontline workers interact with citizens, they often need to categorize individuals and decide who receives what and how. Previous research highlights that some frontline workers rely on negative stereotypes when evaluating certain social groups, thereby perpetuating inequalities. However, studies also suggest that not all frontline workers rely on stereotypes; some are able to suppress these biases during their interactions with citizens. T…
Scripting civilisation through kindergarten space
The state's role in early childhood education reflects dual policy intentions between intending social change and seeking to preserve the existing social order. We argue that kindergartens give a unique opportunity to study the hitherto understudied role of space in the civilising meeting between people and public institutions. We explore how social-spatial settings stimulate children's activities during a kindergarten day and with what implicati…
Descoordenação a serviço do racismo institucional
Discoordination promoting institutional racism
The Brazilian policy for indigenous health has its efficacy conditioned by the promotion of intergovernmental coordination between the Special Secretariat for Indigenous Health (SESAI), municipal, and regional health services. This coordination should be done both in the policy formulation and in its implementation-which should occur between medium and street-level bureaucrats. Based on the literature that discusses federalism and intergovernment…
The state role in civilising childcare – comparing policy intentions with childcare in Brazil and Denmark
It has become universal to claim a relationship between social cohesion and quality public childcare. The more we invest in our children, the better the return later in life. We explore how childcare is used to strengthen social life by comparing the state role in civilising childcare as described in policy and educational guidelines. At one level, we find that policy intentions are framed by the idea of using childcare to reduce inequalities bet…
The impact of the Covid-19 pandemic on the performance of street level bureaucrats in Brazil
Dealing with the Covid-19 pandemic requires that the State make hard decisions that involve the action of bureaucrats who interact with the population through the implementation of public policy, the street-level bureaucracy (SLB). In this paper, based on a mixed- method exploratory study, we analyze how the daily performance of street-level bureaucrats in different policy areas- health and social care, access to the justice system, public securi…
