This study examines the impact of digital technology on multi-stakeholder value creation in the tourism industry. Drawing on frameworks from the Net-Enabled Business Innovation Cycle (NEBIC) and Organizational Information Processing Theory (OIPT), this research delineates a four-stage process through which digital technology enables value co-creation: choosing digital technology, matching economic opportunities, tourism business model innovation, and multi-stakeholder value co-creation. Structural equation modelling and multi-group analysis were employed to test the hypotheses using a survey of 188 travel agency enterprises in China. The results indicate that selecting appropriate digital technologies significantly facilitates matching them with economic opportunities, which fosters tourism business model innovation and positively influences multi-stakeholder value co-creation. Furthermore, external integration positively moderates the relationships between matching economic opportunities and business model innovation, as well as between business model innovation and multi-stakeholder value co-creation. Conversely, internal integration moderates the relationship between technology choice and matching economic opportunities, as well as the relationship between matching economic opportunities and business model innovation. The study contributes to the literature on digital transformation, business model innovation, and multi-stakeholder value co-creation in the tourism industry by providing a comprehensive framework and empirical evidence
