Radio developed in China in the 1920s and 1930s with the main purpose of communication. China Radio International (CRI) was first established under the name of Xinhua New Chinese Radio in December 1941, in Taihang Mountain by the Communist Party of China. The Chinese media 'going out' policy was implemented with governmental support in policies and funding and in 2009 the strategy to enhance Chinese media's international communication capacity was added. Many believe that the expansion is a key part of China's public diplomacy in Africa, that the dominant frameworks include neo-colonialism, pragmatism and information counter-flow, and the popular discourses are soft power, public diplomacy and charm offensive. To be globalized, CRI needs to follow market principles, and in December 2012 it officially launched its advertising platform on CRI Online. This marks the establishment of CRI's advertising business and the starting point of the process of marketization and commercialization
