The present study has as its analytical axis the Escazú Agreement in the construction, promotion and strengthening of the governance of the waters of the Mamoré River, having as pillars democracy and environmental justice as the right to popular participation in decision-making processes, in the face of the socio-environmental risks of the binational hydroelectric project, between Brazil and Bolivia. This agreement was the result of the United Nations Conference on Sustainable Development (Rio+20), in 2012, in Brazil. So far, 15 countries have ratified the agreement, and only in May 2023 did the current Brazilian President send it to Congress for analysis. Water users, local communities and indigenous peoples and human rights defenders will be able to act against governmental acts and other social actors, tainted with hidden economic interests, in order to limit the global forces of exploitation of environmental assets and the risks of adverse environmental and social impacts on the waters of international rivers
