Brazilian government discourses about Enem highlight a main idea: Enem is an important tool to the democratization of the access to Higher Education.However, contrary to this idea, there are several criticisms and protests about the exam and its purported effectiveness as an instrument of democratization.With a focus on the technical and political limits of Enem and Sisu, critics contend, among other things, about the direct transformation of individual results in broader analyzes and social processes, which can lead to erroneous evaluations about the exam.In this paper we have made every effort to add a viewpoint to the debate based on the following question: Could Enem be another element of exclusion, another barrier to be overcome by the students, instead of being a democratic tool?To answer this question it is necessary to understand the limits and possibilities of Enem / Sisu and the current measures taken by the federal government to promote the democratization of the access to higher education.To this end, we make use of (1) Celia Lessa Kerstenetzky's considerations about the typology of the focused public policies, (2) an analysis of the Brazilian Government's basis for choosing these specific public policies, and (3) the observation of INEPs micro-data, considering the flow of students in the states of Paraíba and Pernambuco
