Over the past two decades, many nations have responded to the challenge of modernization with very substantial efforts at educational reform. Following the lead of the more industrialized countries, nations around the world pressed forward with major efforts to improve schooling as expansion of schooling began to reach its limits. The credo for such efforts was declared emphatically by the Unesco International Commission on the Development of Education (Faure, et al., 1972) about a decade
