Pouvoirs et sciences. Avant-propos

Accommodation via peer-to-peer platforms in national accounts
The development of peer-to-peer short-stay accommodation, mediated by online platforms, is a major phenomenon in the tourism and hospitality industry. This paper explores how it is traced in national accounts, especially for France, the largest European tourist market. The current methodology fails to fully embrace this activity and its associated production. A generic, more comprehensive approach to considering property owners as notional uninco…
Teleworking in the French Private Sector: A Lasting But Heterogenous Shift Shaped by Collective Agreements (2019—2024)
David A. Spencer, Making Light Work: An End to Toil in the Twenty-First Century
The geography of collective bargaining in French multi‐establishment companies
Despite growing interest in the firm bargaining process, little research focuses on the structure of bargaining within multi‐establishment firms. We question whether running negotiations at the workplace level and/or firm level is a strategic choice for employers. We hypothesize that the level chosen depends on the geography of the firm. Employers face a trade‐off: workplace bargaining is more efficient because it meets local conditions; yet high…
Employment strategies in response to the first Covid lockdown: A typology of French workplaces
This research connects the literature on crisis management and on firm flexibility to investigate human resource (HR) strategies in response to unexpected crises such as the Covid‐19 pandemic. Leveraging data from French workplaces we identify five main types of strategies implemented during the first lockdown, which go beyond the massive use of teleworking or the use of short‐time work. The analysis demonstrates that a combination of preexisting…
Labour share developments in OECD countries over the past two decades
This paper proposes a basic model with two types of capital: productive capital directly involved in the production process and capital devoted to monitoring workers. Surveillance capital intensifies workers’ job strain, while wage recognition encourages their engagement. Firms face a double trade-off between the two types of capital, and between incentives and labour costs. Under simple assumptions, up to a certain threshold, technological innov…
Cross-border mobility in European countries: Associations between cross-border worker status and health outcomes
CBWs are healthier and have more income. Interpretations suggest (1) a healthy cross-border phenomenon steming from a social selection and a positive association between income and the health index is confirmed; (2) the existence of major health disparities among CBWs; and (3) the rejection of the spillover phenomenon assumption for CBWs. The newly founded European Labour Authority (ELA) should take into account health policies as a promising way…
Industrial relations and adjustments to the crisis: A comparative micro‐statistical analysis of France and Great Britain
In this comparative study, the authors analyse the relationships between industrial relations and workforce or wage adjustments in response to the 2007–08 crisis, using two highly comparable establishment‐level surveys conducted in Great Britain (WERS) and France (REPONSE) in 2010–12. Notwithstanding contextual differences in the countries’ productive systems and the timing and impact of the crisis, the relationships between industrial relations …
When Preventing Absenteeism Fuels Long‐Sickness Leave: The Case of a Leading Operator for Local Transport Services
We examine the strategy to reduce sickness absences of transit drivers in one of the leading Multinational Operators for Local Transport Services in France. Absenteeism dramatically rose as a result of this strategy. Using observations and interviews at the corporate and field levels, and company data, we disentangle the mechanisms that led to this failure. In a context of strong constraints especially from local communities, the strategy based o…
Rent‐Sharing and Workers' Bargaining Power: An Empirical Cross‐Country/ Cross‐Industry Panel Analysis
In this paper, we study how rents are shared between capital and labour, using industry‐level panel data for 19 OECD countries from 1988 through to 2007. The first step is an explanation of the rent‐creation process. We provide evidence of a significant impact of regulation on value‐added prices at the industry level relative to the value‐added price for the overall economy (rent). In the second step, we dissect the value‐added sharing process. B…

Work Organisation and Human Resource Management: Does Context Matter
This chapter focuses on a set of human resource management (HRM) practices that are concerned with the ways in which employees are organised and incentivised at the point of production, taking its lead from the literature which argues that the use of high-involvement work organisation, incentives, and performance targets will aid productivity and workplace performance. The findings suggest that workplaces in France are more likely than those in B…
A partial dialogue with other authors shows, more than anything, the diversity of possible ways to study linguistics. This article draws attention to some of the same issues covered in the first contribution. The meanings of a text depend on the reader and his/her background, and therefore can only partially be explained and shared. This suggests that it is preferable to talk about “interpretive understanding” rather than a “science of texts.”
Financial constraints and foreign market entries or exits: Firm-level evidence from France
Competition, R&D, and the cost of innovation: Evidence for France
Aghion and coauthors put forward a model which exhibits an inverted-U-shape relationship between innovation and competition: competition may increase the innovation profit margin for firms close to the technological frontier (since they escape competition) but strong competition could also reduce incentives to innovate for laggards (disincentive effect). However their analysis does not take firm size into account. This paper explores this link. O…
Rent Building, Rent Sharing: A Panel Country-Industry Empirical Analysis
Working in large food retailers in France and the USA: The Key Role of Institutions
Despite numerous similarities between the food retail sectors of France and the USA, there are significant contrasts in the jobs, and in particular the modal job, cashier. Notably, there are differences in pay, productivity and physical working position. Using the concept of 'national-sectoral models' of employment practices, this research draws on in-depth, interview-based case studies of food retailers in France and the USA, as well as standard…

Trade, services, and wage inequality
We develop a simple endogenous growth model with two countries, North that innovates, and South. As in Dinopoulos and Segerstrom (1999), trade liberalization raises wage inequality through stimulating R&D activity. However, the consequences of North-South trade become ambiguous when a service sector protected against international competition is included in the model. The key result is that, if the weight of service in final consumption is large …

Innovative Work Practices, Information Technologies and Working Conditions: Evidence for France
On the Relation Between Organisational Practices and New Technologies: The Role of (Time Based) Competition
This article studies some aspects of organisation choice while explicitly accounting for the fact that firms compete on the product market. Firms compete by introducing drastic innovations, while organisation choice results from a tradeoff between productive efficiency and reactivity. We show that the adoption of information technologies and the choice of reactive organisations are complements via an industry-level equilibrium effect. This view c…

France's 35-Hour Workweek: Myths and Realities
Many Americans were perplexed when a French Socialist government introduced a thirty-five-hour workweek nearly a decade ago. It seemed anomalous, especially given the constraints imposed by globalization. How could the French accept a uniformly imposed reduction of the workweek, even if its aim was to reduce unemployment by creating jobs, and even if "the French work so little," as popular myth has it? Nicolas Sarkozy was elected president last s…
Technological and Organizational Changes, and Labor Flows: Evidence on French Establishments

Competition, R&D, and the Cost of Innovation

Innovative Work Practices, Information Technologies, and Working Conditions: Evidence for France
We investigate the impact of new work practices and information and communication technologies (ICT) on working conditions in France. We use a unique French dataset providing information on individual workers for the year 1998. New work practices include the use of quality norms, job rotation, collective discussions on work organization, and work time flexibility. Working conditions are captured by occupational injuries as well as indicators of m…
